# Step-by-Step Instructions:

01 - In a large bowl, combine flour, yeast, sugar, and salt. Add warm milk and melted butter. Mix and knead until a soft smooth dough forms, about 5 to 7 minutes. Cover and let rise in a warm place until doubled, approximately 45 minutes.
02 - Combine mozzarella, cream cheese, Parmesan, chives, garlic powder, and black pepper in a bowl. Mix until well blended and set aside.
03 - Preheat the oven to 400°F (200°C). Line a large baking sheet with parchment paper.
04 - Punch down the dough and divide into 24 equal pieces. Flatten each piece, place approximately 1 teaspoon of cheese filling in the center, then pinch the dough to enclose the filling and roll into a ball.
05 - Arrange the filled dough balls on the prepared baking sheet in a ring shape, touching each other to form a wreath.
